Taiwan Ciaotou District Prosecutors Office Press Release

Issue Date: September 22, 2026

Contributor: Deputy Chief Prosecutor Chen Chu-chun

This Office is investigating a case involving technicians at the Second Funeral Parlor of the Kaohsiung City Funeral Administration Office who are suspected of accepting "red envelope" payments from funeral service providers. As this case has attracted significant public attention and in the interest of protecting the public interest, this Office provides the following explanation:

This Office is investigating two technicians, surnamed Shen and Wu, of the Second Funeral Parlor of the Kaohsiung City Funeral Administration Office, along with funeral service providers, for alleged violations of the Anti-Corruption Act. Under the direction of Chief Prosecutor Su Heng-yi and Prosecutors Chung Wei-yi, Tsai Ting-chieh, Shih Po-chun, Chen Ying-chen, Lin Shih-hsun, Chou Tzu-chun, Chu Mei-chi, and Chen Yun-ting, this Office directed the Kaohsiung City Investigation Division of the Investigation Bureau, Ministry of Justice, and the Southern Region Investigation Team of the Agency Against Corruption, Ministry of Justice, to conduct searches on September 21, 2026, at a total of 20 locations, including the residences and offices of the relevant suspects and witnesses. Relevant evidence was seized, and a total of 13 defendants and witnesses were summoned or notified to appear for questioning.

This case arose after this Office received information and, following an extended period of evidence-gathering, determined that the two technicians surnamed Shen and Wu, who were responsible for cremation duties at the Second Funeral Parlor of the Kaohsiung City Funeral Administration Office, had solicited "red envelope" payments ranging from NT$1,000 to NT$2,000 per body from multiple funeral service providers, in exchange for expediting cremations or properly arranging cremation and bone-collection procedures. The technicians are suspected of violating Article 5, Paragraph 1, Subparagraph 3 of the Anti-Corruption Act (public officials accepting bribes in connection with the performance of their duties), while the funeral service providers are suspected of violating Article 11, Paragraphs 2 and 4 of the same Act (offering bribes to public officials for acts not in violation of their duties).

Following questioning by prosecutors, the two technicians surnamed Wu were found to be strongly suspected of serious violations of the Anti-Corruption Act, and grounds and necessity for detention were established; this Office has accordingly petitioned the court for their detention. The remaining defendants have been released on bail, with amounts ranging from NT$10,000 to NT$30,000, and in one case NT$100,000.
