Ciaotou District Prosecutors Office Investigates Kaohsiung City Councilor and Construction Company Heads for Alleged Corruption; Applies for Councilor’s Detention and Prohibition of Visitation

Chief Prosecutor Chen Chu-Chun and Prosecutor Chung Wei-Yi of the Ciaotou District Prosecutors Office directed the Kaohsiung City Investigation Office of the Ministry of Justice Investigation Bureau to investigate allegations that Kaohsiung City Councilor Fan ○-Chin solicited bribes from Li ○ Engineering Design Co., Ltd., Guo ○ Construction Co., Ltd., Hua ○ Civil Engineering Contractor, and Cheng ○ Civil Engineering Contractor, in violation of the Anti-Corruption Act and other relevant laws.

On August 6, 2026, the investigation team executed search warrants and summoned defendants and witnesses for questioning. Following interrogations conducted by Prosecutors Chen Li-Yin, Kuo Chun-Hsin, Huang Sheng-Yuan, Hung Jo-Chun, and Shih Chia-Hung, the prosecutors determined that the allegations against Defendant Fan ○-Chin for soliciting and accepting bribes in breach of his official duties—in violation of the Anti-Corruption Act—were severe. Finding sufficient grounds and necessity for detention, the prosecutors filed an application with the court for his detention and prohibition of visitation.
