Ciaotou District Prosecutors Office Indicts TV Anchor and Military Personnel for National Security Breach

KAOHSIUNG, TAIWAN – Chief Prosecutor Chen Chu-Chun and Prosecutor Chou Wei-Chih of the Ciaotou District Prosecutors Office have officially concluded the investigation into a major national security leak case. A joint task force—comprising the Ministry of Justice Investigation Bureau (Taoyuan and Kaohsiung Field Offices), the Kaohsiung City Police Department, and the Military Security Command—has indicted defendant Lin ○-You and six military personnel for alleged violations of the Anti-Infiltration Act, National Security Act, and the Anti-Corruption Act.

I. Summary of Criminal Facts

  1. Foreign Infiltration and Illegal Publicity

Defendant Lin ○-You, a television news reporter and anchor, is alleged to have accepted instructions and funding from an "infiltration source" identified as “Huang ○○.” Investigations revealed that between June and August 2025, Lin produced and disseminated scripted videos opposing a specific legislative recall campaign. These videos, reviewed by the overseas source prior to broadcast, were aired via television and Lin’s YouTube channel to illicitly influence public opinion. Lin allegedly received 4,325 USDT as remuneration, providing viewership statistics as proof of performance.

  1. Bribery and Money Laundering

Since 2023, Lin allegedly conspired with the same overseas organization to bribe Taiwanese military personnel. Lin provided his personal bank accounts (including Taishin Bank) and cryptocurrency exchange accounts (Binance and OKX) to facilitate the transfer of bribes, thereby concealing the origin of illicit proceeds and circumventing the Money Laundering Control Act.

  1. Recruitment of Military Personnel and Espionage

Lin allegedly served as an intermediary to recruit military personnel via social networks. Under Lin’s facilitation, defendants Hung ○-Ting and five others allegedly filmed pro-unification videos and delivered classified military documents to the overseas organization. In exchange, Lin distributed funds to a total of eleven individuals. These classified materials, involving internal military operations, were photographed and transmitted via encrypted messaging applications.

II. Applicable Charges

  • Defendant Lin ○-You: Charged with offering bribes to public officials (Anti-Corruption Act), money laundering, and violations of the Anti-Infiltration Act.
  • Military Defendants: Hung ○-Ting and five others are charged with accepting bribes (Anti-Corruption Act), transmitting classified information to Mainland China (National Security Act), and unlawful disclosure of secrets (Criminal Code).

III. Sentencing Recommendation

The Prosecution requests the Court to impose the statutory maximum sentences for defendant Lin (including 5 years for Anti-Infiltration violations and 7 years for bribery). As a media professional, Lin’s conduct in submitting news scripts for review by hostile forces seriously betrayed journalistic ethics and harmed national security.

Regarding the military defendants, the Office emphasizes that as guardians of national security, their actions in exchanging classified data for personal gain warrant severe penalties to serve as a deterrent.

IV. Procedural Statement (Citizen Judges Act)

Although this case initially met the criteria for the Citizen Judges Act, the Prosecution will petition the Court to transfer the case to ordinary criminal trial procedures. This request is made pursuant to legal provisions regarding the protection of classified national security information and official secrets, which are deemed inappropriate for public lay-judge proceedings.
