Ciaotou Construction Site Homicide Case: Ciaotou District Prosecutors Office Initiates Investigation and Prosecution Cooperation Mode; Four Detained Defendants Granted Detention
The office received a report from the Gangshan Branch of the Kaohsiung City Government Police Bureau that a homicide had occurred at a construction site in Ciaotou District, Kaohsiung City on the afternoon of February 28, 2023. The victim, surnamed Ke (51-year-old male), had a verbal argument with a fellow worker surnamed Li (44-year-old male), during which Li contacted three other men, surnamed Guo (30-year-old male), Dai (23-year-old male), and Chen (32-year-old male), who arrived at the scene with knives. The four suspects clashed with the victim. Unfortunately, injury in the abdomen and body of the victim resulted in his death even after receiving medical care. Prosecutor Cheng Tzu-Wei of this office conducted an on-site investigation and initiated forensic procedures to clarify the cause of death, forming a special task force with the Kaohsiung City Government Police Bureau and the Gangshan Branch of the Kaohsiung City Government Police Bureau. Li and the other three suspects were arrested and brought to court, and detention warrants were issued approved after a hearing.
This case is relatively complicated as it may involve the application of the National Juror Act and multiple defendants. The office immediately launched a "National Juror Special Task Force" and initiated the "Investigation and Prosecution Cooperation Mode." The special task force was composed of Director Prosecutor Chen Chu-chun, Wang Sheng-hao, National Juror Case Special Prosecutor Chen Ping-chih, Lai Ti-an, and Investigative Prosecutor Cheng Tzu-Wei. Prosecutor Chen Ping-chih fully participated in the detention hearing, and Prosecutor Lai Ti-an accompanied the interrogation of the defendants, allowing the prosecutor in charge of the case to actively participate in the investigation process from the beginning and shaping a clear and easy-to-understand evidence presentation mode.
In addition, the office will continue to care for the victims' families through the Crime Victims Protection Association, and the special task force will continue to clarify the details of the case. We also call on the public not to act impulsively in the face of disputes, as gathering and fighting will only lead to serious consequences.
